So then why is there a sidewalk= tag if there is no real sidewalk (it is 
ripped up) ?

IF we hardcode that highway=construction means also the sidewalk is in 
construction, how do you map a road in construction where the sidewalk is 
NOT rebuilt and IS accessible?
Sidewalk can be metres away from the main road (even separated by grass) 
and it can be that only the road asphalt is being replaced, but the 
sidewalk is fine and operable.
