OsMo plugin was always a "separate plugin". OsMo company has very few to do 
with OsmAnd. Unfortunately lately OsmAnd developers were very busy with 
core functionality and didn't manage to migrate to OsMo new API. Old OsMo 
API is quite unstable.

The intention is to move OsMo plugin mostly to OsMoDroid and keep OsmAnd as 
a plugin integration. OsmAnd doesn't have immediate plans to replicate OsMo 
functionality and OsmAnd has API for remote tracking so it could be 
integrated with other services as well.
