The second value shows the factor of magnification of the map which you can change under "map configuration => map magnifier". When you change this value to 33% the shown magnification factor changes to 0.9 and when you change this value to 150% the shown magnification factor changes to 4.5 (at Screen of Samsung Galaxy S4). I think that the size of the screen is part of the shown factor but I don't know how.
