This approach seems week to me...
A little mistake writing a name and you loose the correct destination...

destination=Downtown Zotopia;Sahara Square;Little Rodentia
destination:ref=Z 72
junction:ref=17

If you're a human reading "Downtown Zotopia" maybe it's not so difficult to 
undertand that it should be "Downtown Zootopia".
If you're a program (say OSMAnd) having a relation with the destination and 
ways on it, it's bulletproof.
