After looking up several other towns in other countries and checking their
name settings in OSM I will redefine my suggestion:
When "Map preferred language" is "Local names" then use the OSM "name" tag
without suffix, e.g. "name=Nancy".
When "Map preferred language" is language xx then use "name:xx".
But do never use old_name.
