Checking the OSM data, it seems what you have seen are not the turn:lanes. Instead it is the lane forking indicator, which looks similar, however it has only straight arrows, no turns. The road forks into two lanes straight towards the junction and one lane right, and you got recommendation to keep on the two left lanes.
