I see. Use then http://download.osmand.net/road-indexes/, instead of rawindexes.

At manual web downloading, there is an issue in the way how the web page works with the file datatypes. Download the .PHP file anyway as .PHP, and when downloaded, rename it to .ZIP ( eventually by same name as listed on the page, but not necesserily ).
Open the zip and extract the OBF file to desired location.

However, I use the "roads only" maps because that saves a lot of MB's on my phone. I cannot select that before downloading. When I'm downloading anyway I get a PHP file instead of a ZIP file so I'm a bit puzzeled ...

    Exit OSMAnd if opened ( to be sure map gets indexed when OSMAnd is
    launched )

    Unzip archives

    Transfer the OBF(map file) to the folder where OSMand keeps the maps

    Run the OSMAnd - it notices the new files and updates its data.
