I tried changing the data folder for osmand and I chose Yes to move maps to 
new data folder.

Old data folder : /storage/sdcard0/osmand/osmand (can be accessed from 
Windows Explorer from Computer\C811\Internal Storage\osmand\osmand

New data folder /storage/sdcard0/osmand 

However none of the map files can be found from  the Windows Explorer. 
Computer\C811\Internal Storage\osmand

Still show up in Windows folder > Computer\C811\Internal 
Storage\osmand\osmand

So apparently changing the data folder from osmand (Android OS) doesn't 
seem to effect the folders accessible  from Windows.

osmand still runs ok with it's maps .. however I'm not certain if the maps 
were ever moved from the original data folder and have no idea where the 
osmand+ map files are stored.

I'll need to take a look from ES file manager that's suppose to have root 
privileges.  

At this point I'm not going to change the data folder in Osmand+ as I'm not 
able to access it's map files (data folder) from windows. Chaning the data 
folder from the Osmand app doesn't necessarily make the files accessible 
from windows as were working with two different file systems. 

I'm not able to copy any map files from Computer\C811\Internal 
Storage\osmand\osmand  to a Windows Folder. The two file systems aren't 
compatible. However for some reason I'm still able to see files from the 
previous osmand data folder even though the data folder was changed to 
/storage/sdcard0/osmand from /storage/sdcard0/osmand/osmand
