A typical way is to decide how much longer detour is worthy to avoid it and set the lower priority/higher cost for the construction accordingly.
Similar approach is used in many routing services. E.g. BRouter uses costfactor. An ideal road has costfactor 1.0. If construction=minor would have costfactor e.g. 4.0, than 20 (1*20) km of ideal road would be taken as good as 5 (4*5) km of construction=minor.
