Sure. 
Osmand has recorded speech snippets which you could replace.
I can only recommend voice guidance in a car.

Listening to the sound guidance in loud environments isn't easy.

The best way to use osmand on a bike is to follow a gpx track displayed as a 
medium thick blue or purple line.
If you are one line you are one the route,
If not the you know which way to turn.
