Running Osmand+ on a Google Pixel 2 with Android 8. If I download Osmand 
map updates on the PC from the local indexes list at 
http://download.osmand.net/rawindexes/, they come down at pretty much the 
full speed of my internet connection (~15Mbps), but if I download the 
update through the Osmand app on the phone (which is connected via WiFi to 
the same internet connection), I only get a maximum of about 1Mbps download 
speed. If I run the Speedtest app on the phone, through the same WiFi and 
internet connection, then I get the same ~15Mbps as the downloads from the 
local indexes list, and other apps on the phone which need substantial 
downloads from time to time also D/L at full speed, which indicates that 
the problem is not the phone connection but something in Osmand. I've 
pretty much given up trying to get updates through the app because of this 
slow D/L problem - it just takes too long.

This his been a problem ever since I've been using Osmand (several years 
now).
