Modify the Local tab of the download maps tab use check boxes to enable/disable offline vector maps rather than moving them to a different file list which you have to scroll to find.
MANAGE MAPS would be a better name for the DOWNLOAD MAPS menu, since it does much more than download. Make the default tab in Download Maps page the Local tab.
