Yes, it's probably something like that. Changes should be commited every bunch of tiles updated and not all at one time when the database is closed.
But if you do a SQLite map of an area, you may not want any change to it at all: If you download all the Bing tiles (for example) of a country to make a SQLite map of that country, you probably don't want Osmand to download tiles of the rest of the world just because you moved the map around.
