It appears that you can import favourites into the iOS version of OsmAnd as 
"waypoints in a GPX file", but not as as native favorites as you might 
create from the iPad itself.  The two aren't quite the same: I think you 
can add additional POIs to the latter, but not the former. 

First I sent favourites.gpx to myself from my Android phone.  I then opened 
the email on an iPad and pressed "Copy to OsmAnd Maps" from the attachment. 
That opened OsmAnd with an "Import data" menu.  The first option, 
"Favorite", returned "Import failed."  The second option, "GPS Track", 
seemed to work, but only as noted above. The waypoints did seem to retain 
their color and group.

This is just experimental:  I think you should try for yourself before 
purchasing an iPad.
