Oh, I should have taken an example I had actually seen in the recent past... I think it added to the confusion that I downloaded Germany first, where I had to download all regions individually. Then afterwards I encountered countries where you had a full-country option as well as individual regions, so I thought I had to download both. So thanks, your answer clarifies this. But I feel there should be an explanation in the app.
