Hi Alejandro, I'm afraid the only way is to use an OSM editor (i.e. JOSM) and update the maxspeed tag of the affected ways.
If you use JOSM, it is quite easy (if you know how to do it) to select multipe items, according to custom criteria. E.G.: - In JOSM, point the main window over the selected portion of the map (Madrid is quite extended, so you may want to operate on smaller areas, i.e suburbs) - press CTRL-F - (optional) take some time to read the search hints and the other info in the Search window, they are quite helpful ;) - In the search box, type: *inview oneway lanes>1* . This will select all streets which have more than 1 lane AND the oneway tag set. Search is limited to the object shown in current view (if you omit '*inview'*, the search will be made over the entire database) This done, you can change the tags for all the selected ways at once, but since you're possibly going to modify a large number of items, I recommend you take some patience and check that only the correct ones are selected, or you risk to enter incorrect data somewhere. One last thing: if a large number of items is affected, changing all of them could be considered an "import" ( => a massive operation made on multiple items of the same type). If this is your case, you'd better contact the local OSM community of mappers (link should be this: http://gis.19327.n8.nabble.com/Spain-f5409873.html) and ask them if there is some restriction, scheduled task covering that. For sure, they can also give some hint and/or indicate which is the best way to proceed.
