Theoretically yes, but practically is it a double trouble with switching routing.xml files and their updates at OSMAnd updates.
IMHO is better some universal value

I guess on long distance routes, it would tend to make the initial part
of the route worse, tho (the part where you're trying to get out of the
city as quickly as possible and where the optimal route often involves
going temporarily further from the destination in order to escape the
denser traffic).
It would tend to take the router that are better at the start, but it depends on coefficient value and the rating profile of routes. E.g high coefficients will tend to prefer fast ways at the start to the ones at the end, when deciding about comparable routes..
