This happens sometimes.

General advice is that when editing, to the extent you can, change the
object that exists, rather than removing it and adding a new object.
This is the natural way with JOSM (and I don't know if iD tends to
replace rather than change).

I am not clear whether or not osmand live delta files contain
deletions.  From your report, it seems they don't, and long ago it
seemed that way.  But then a year or so ago it started to seem to me
like removed objects really were removed.

The other advice is to be patient until the 10th of next month :-)
