I guess osmand will remain for Android only, but not for any proprietary huawei os
Obviously it's impossible to answer that until any "Android successor" OS is actually released from them, but I'd be surprised if some level of Android compatibility wasn't included. Other phone OSes have supported Android apps (if not officially full Google Play support) so I'd expect that Huawei's next OS would too. Usually where non-Google OSes do offer non-Google Android support it's possible to unofficially add Google Play support too (think Android Fire phone, BB10 devices, etc.).
More immediately relevant for most apps for Huawei users would be non-Play Store distribution - in some circumstances Huawei already appear to be intercepting play store requests (see e.g. https://github.com/labexp/osmtracker-android/issues/220 and https://huaweimobileservices.com/appgallery/ ). However OsmAnd's already available on f-droid, so it's already not restricted to Google-enabled Android devices, so that isn't an issue here.
