One remark to make though:

OsmAnd map data is created per zoom level: zoomlevel 9-10, 11-12-13-14,
15-22.
This to make viewing on low zoom levels not to crowded and slow.

Already since March zoomlevels below 13 are inconsistent in details
compared to full maps (issue 6645:
https://github.com/osmandapp/Osmand/issues/6645)
Since 1-2 months the map data in zoomlevels 9-10 are completely missing
from the roads_only maps (issue 7917:
https://github.com/osmandapp/Osmand/issues/7917)

When creating long routes over countries/regions, you do see the routing,
but not the roads on these low zoom levels (displayed in #7917)

I just recompiled a fresh OsmAndMapCreator Yesterday and the error is still
in there.

For normal navigating it doesn't make a difference at all as you are always
in zoomlevels 17+ where it functions really nice, but personally I find
this pretty annoying :).

Note: in the display map settings, you can also enable/disable details and
hide objects.
