For the avoidance of doubt, "OsmAndMapCreator" is used to create .obf
files for use with OsmAnd. It's not "OsmAnd" itself. Assuming that that
is what you actually want to run:

What to do?
Without any information about what error you actually see, we will just
be guessing, but here goes anyway...
OsmAndMapCreator needs Java to run - have you got that installed?
