On OsmAnd for iOS, there are three navigation modes: walking, bicycling 
(not motorcycle) , and driving.  Driving probably doesn't work for your 
situation because it's trying to avoid any road not open to motor 
vehicles.  The other two modes make different assumptions.  All three 
depend on the underlying data from OpenStreetMap, so, for example, if a 
road doesn't "show" that bicycles are prohibited, OsmAnd will assume they 
are allowed.

What happens if you select Walking for navigation, then use some 
intermediate destinations to further specify where you want to go? (And 
what do you mean by an "unsaved road"?) 

The Offroad map is one of several map styles. It doesn't determine 
navigation.
