You can check the contents of the .obf you created with OsmAndMapCreator 
using the inspector.bat/.sh utility that comes with it, like this:
inspector.bat -vmap -vmapobjects -osm myfile.obf

When you copy the .obf to the directory where OsmAand keeps its normal map 
.obf files, you need your filename to have a later sort-order than the 
country map you are augmenting. I usually just use zzz.obf

Objects having the same id as in the country map should replace them, and 
new id's should appear as extra objects.

I have limited experience, and invite others to correct anything above, but 
I've succeeded with similar projects to yours using the same method. Good
