Use case ... I am a passenger in car with my tablet running OSMAND. I am
watching the map and observing things as we drive. (I look for things like
pavement types (which show up well on OSMAND), important land features not
mapped (lakes, etc), stop signs, traffic signals, and speed limits.)

I thought I turned on speed limit, but it only seems to show when
navigating. (Actual speed shows up whether navigating or not. )

What would be ideal is an indication of speed limit that shows up when I
configure it in the upper right corner (probably the easiest for you to
implement), but here is a thought:  why not provide a way to have some
attribute (selectable by me) that actually displays right next to the
automobile cursor? (This way I don't have to always check the upper right
corner to see the maxspeed.)

For further background: as I drive along (as passenger) and I see something
of note, I immediately enter an offline OSM Note on the map. Later, when I
am at my PC, I use the GPX trace and the notes to make edits to OSM.
whenever I see a speed limit sign, I create a note with the speed limit.
Not knowing if OSM already has a maxspeed, I create numerous extra,
unneeded notes. If I knew there was a maxspeed and it was correct, I would
not make the note.
