I use https://www.myrouteapp.com/routelab for creating routes. You can creates routes for motor, bike and walking. It works with an osm map and you can export routes to gpx files. Unfortunately the osm map is a little bit outdated.
You can use osm maps in garmin basecamp (and its predecessor mapsource).
