OsmAnd app is only for Android and iOS.

There was an attempt of porting, several years ago, but as far as I know it has 
been discontinued.

However, you can install in your PC an Android emulator such as Nox or 
BlueStacks, and then have OsmAnd running in the emulated environment.

But don't expect it to be executed as smoothly as it would be in a real Android 
device and, unless your PC has a built-in GPS receiver, you'll need to have one 
connected, either via Bluetooth or USB port.
