People edit OSM all the time so maps get better over time. Usually month to month it is not really noticeable, except perhaps in some smallish area where a mapper did a lot, or there was an import. Over 1 year, and certainly over 5, the changes are huge. FWIW: To avoid server load, I refresh my own state's map monthly, because that's where I use it to navigate, and to know what needs updating on OSM. Other places, I basically let be until maybe once a year or until I have a particular need for a fresh map.
