i will assume that you have at least the version 4.1.11 Also get in mind, that sometimes some problems solved only with a clean install. I will suggest to reject the backup of app settings, because maybe this cause the issue.
The procedure is very simple. visit android settings / apps / osmand - stop the app, clear cache, clear data, uninstall - run one file manager and check if the app data folder is still alive and do a manual delete - reboot the device - visit playstore and download again the osmand - very important, before the run go again at android settings / apps / osmand and manually enable the permissions of 1. storage 2. location now run the app, download the map that you said with the issue and for a small period of time test it. If you are 100% sure that you have solved the issue, restore the user data and check again.
