Maybe you hit https://github.com/osmandapp/OsmAnd/discussions/15348 ? Over the years I've seen too many quirks Android users and developers had to do to to overcome Android changing policys about accessing files and directories. I'd suggest: First try to identify/recover your data, with a file maneger explore all the directories where osmand could have writed it. Also check possible online backups If you find it, make a copy. To avoid the "migrate" message I'd suggest the workaround posted in Nov 22, 2022 in the bug report.
