Doxugen: s/libosmo-sccp/libosmo-sigtran/g
The Doxygen annotation we have in this library, and which the Doxyfile
generates is actually for the shared libosmo-sigtran, and not for the
legacy libosmo-sccp. Let's correct that mistake.
