The "SDR" feature is just an add-on, DVB-T they do using a hardware
engine indeed.
There are newer chipsets from Mirics (http://www.mirics.com/node/6) that
also do the DVB-T decoding in software. But that is still "something"
even on modern PCs. Unfortunately they are difficult to get and more
expensive.
