Thanks very much for the suggested solutions on this issue. I did use the varchar binary option, changing the field definition to:
`k` varchar(255) binary NOT NULL default '', in both the current_node_tags and node_tags tables. This has enabled me to do a merged import of ireland and great_britain for cyclestreets.net.
