0.32 should be fine because these library changes were made after that was released. Version 0.32.1 is just a development release and shouldn't be treated as a stable version. In fact the 0.32.1 build on http://dev.openstreetmap.org/~bretth/osmosis-build/ will get overwritten when the next nightly build kicks off.
So in your case I'd suggest targeting 0.32 and sticking with it until 0.33 is released. I can see that the current numbering scheme is very confusing though, perhaps it should be changed.
