Three points in the codebase were still using the BitSetIdTracker. I've just replaced these with DynamicIdTracker which is 64-bit capable. BitSetIdTracker will never be 64-bit capable, at least not in its current form. Note that DynamicIdTracker uses BitSetIdTracker as part of its internal implementation, but ensures that no single instance exceeds a 32-bit range of ids.
I'm not sure why these were missed, but hopefully this will be the last of the 64-bit issues.
