This version includes the following additions:

   1. Added IPv4 Forwarding Address sub-TLV
   2. Added restriction that OSPFv3 Extended LSA must include the required TLVs 
or be considered malformed. 
        - E-Inter-Area-Prefix-LSA must include the Inter-Area-Prefix TLV
        - E-Inter-Area-Router-LSA must include the Inter-Area-Router TLV
        - E-AS-External-LSA must include the External-Prefix TLV
        - E-NSSA-LSA must include the External-Prefix TLV
        - E-Link-LSA must in either the IPv6-Link-Local-Address TLV or the 
IPv4-Link-Local-Address TLV. 
   
      Also, considered whether we should require at least 1 link in the 
E-Router-LSA and at least one prefix in the E-Inra-Area-Prefix-LSA but decided 
against it. 

   3. Added a section on the recommended handling for malformed OSPFv3 extended 
LSAs.  
   4. Added a statement on graceful restart handling to the compatibility 
section.
