It tries to make a backup of the rules, but if the file is already there,
it doesn't overwrite it (just affect upgrades). We will fix it for the
next version (backup dir name will be based on the date too).

Which isn't a problem, but maybe not what was intended?  ie: backup and
rotation of previous backups (or whatever the local policy happens to be).
