Ok, more basic troubleshooting then.
Is ossec-csyslogd running. Does tcpdump see the alerts being sent? Have you
tried running ossec-csyslogd im debug mode? Is a host firewall blocking the
traffic? Is rsyslogd configured to log the priority and facility ossec is
using?
