Why would you want the server to be an agent as well? You could install an agent on the same system as the server (or even hybrid mode in the latest source). It seems like a silly idea to install an agent on the same system as the manager if that agent is going to report to that manager. The manager does most of what the agents do for the host system, so it's a bit redundant.
