This all works the same way it does for servers and agents. For the hybrid-server installation (/var/ossec), use /var/ossec/bin/manage_agents to create/export a key for the agents using it as the server. For the hybrid-agent installation (/var/ossec/ossec-agent), use /var/ossec/ossec-agent/bin/manage_agents to import a key from the server the hybrid system will report to. Hybrid just installs OSSEC twice. Someone PLEASE help me figure out an easier way to explain this. What I think is simple is obviously horrendously difficult.
