Take a look at mail grouping<http://www.ossec.net/doc/manual/output/reports-email-output.html?highlight=mail%20grouping> with the <category> or <group> directive. Also look at email_maxperhour<http://www.ossec.net/doc/syntax/head_ossec_config.global.html#ossec-config-global> .
