I have OSSEC Server 2.7 with OSSEC agents all running 2.5.1 (for the
remote execution rules in windows).
What happens if you install a current version of the Windows agent? Btw,
the current version can still execute remote commands--it just needs to
be explicitly told to do so in internal-options.conf.
