Centralized Windows agent profiles was not planned for 2.7.1. Do you want to work on it?
OSSEC agent could be installed and run on Windows 2012 server. You can give it a try and report if anything is broken. I have set up my Windows 7 for building OSSEC Agent, using MinGW, and NSIS. I was referencing http://www.immutablesecurity.com/index.php/2010/07/06/compiling-the-ossec-agent-on-windows/ for details.
