I would love to help test the OSSEC 2.9 Windows agent, but I have no 
experience building the Windows agent from source, nor do I have any kind 
of Windows development environment set up.  If it isn't too much fuss to 
generate a binary installer based on your latest dev code, that would open 
the door for me to jump in in this area.  I'd love to contribute.
