I downloaded the 2.8.3 Windows agent from http://www.ossec.net/?page_id=19 
today,

The EXE file size is 1,146 KB. The SHA256 check sum is:

I installed it on my Win 7 and Win Server 2012 R2 boxes, and both 
installations were successful.
