That is so cool. The efficiency is that thing that might make this viable and it sounds low tech enough to be reliable.
Since the water flow rate requirements are so low, I imagine that you could spread this along a lot of the river systems as well as tidal areas.
Heck, if you have a deep enough creek on your property, that doesn't go dry, you could use a small version to replace solar.
