I don't know for certain, but that's my expectation - that the next time
Google indexes her site and notices that it's now on a new IP unrelated to
the previous host which causes her blacklisting, then it'll be removed
from the blacklist... then it may take, I believe, up to 30 days for the
updated blacklist to be distributed to all clients.

I don't see anywhere that there's an option to manually submit a site
explicitly for review - you could set her up with Google Sitemap or one of
the other Google services which will trigger a re-index of her site,
though, which may speed the service... if it's a low-traffic personal site
it's not likely being indexed by Google very frequently, so either you
wait until it's next pass, or do something to cause it to re-index.

I suspect they have no idea what they are talking about, but if they can
provide you any links that allow you to resubmit the site to Google for
review, then maybe they do.
