No he wasn't. In 1923, he was imprisoned as they took him very seriously. He's just tried a coup d'etat and from 1923 onwards, he became a very respected man.
Of course, you could claim that he was a whack job from birth, but generally, whack jobs are harmless. You can laugh at them most of the time.
