i know --
that's why I wondered if they'd been tampered with ...
we can't assume they were ..
but we can't assume they were not

in other words, just because they COULD be bad samples, doesn't mean  
they are

sure

doesn't mean the samples were tampered with --
just means we need more of an investigation

I wonder if China still has any of the steel beams hanging around so  
they can be examined
