Israel is not a signatory of the Nuclear Non-Proliferation Treaty, so  
it's not really our nor the international communities call as to  
whether or not inspections should be made. Note Iran is a signatory as  
was North Korea although it rescinded its participation. Only  
signatories have any kind of obligation to permit inspection which is  
easily evaded.

If there's a whiff of potential conspiracy it must be nutters ;) There  
needn't be any conspiratorial agreement. I personally imagine that the  
conversion went something like this:
Nixon: Our intelligence suspects you've got Nukes!?
Meir: That's none of your concern.
Nixon: Okay, then.
