Hi, otb packages for 13.10 will come soon. We rely on the availability of the gdal package on ubuntugis-unstable which was kindly package few weeks ago. OTB will come soon also.
In the meantime, there should be no problem to compile OTB from source locally on Ubuntu 13.10 .
